Description: Legislative term limits adopted in the 1990s are in effect in fifteen states today. This reform is arguably the most significant institutional change in American government of recent decades. Most of the legislatures in these fifteen states have experienced a complete turnover of their membership; hundreds of experienced lawmakers have become ineligible for reelection, and their replacements must learn and perform their jobs in as few as six years. Now that term limits have been in effect long enough for both their electoral and institutional effects to become apparent, their consequences can be gauged fully and with the benefit of hindsight. In the most comprehensive study of the subject, editors Kurtz, Cain, and Niemi and a team of experts offer their broad evaluation of the effects term limits have had on the national political landscape. "The contributors to this excellent and comprehensive volume on legislative term limits come neither to praise the idea nor to bury it, but rather to speak dispassionately about its observed consequences. What they find is neither the horror story of inept legislators completely captive to strong governors and interest groups anticipated by the harshest critics, nor the idyll of renewed citizen democracy hypothesized by its more extreme advocates. Rather, effects have varied across states, mattering most in the states that were already most professionalized, but with countervailing factors mitigating against extreme consequences, such as a flight of former lower chamber members to the upper chamber that enhances legislative continuity. This book is must reading for anyone who wants to understand what happens to major institutional reforms after the dust has settled." ---Bernard Grofman, Professor of Political Science and Adjunct Professor of Economics, School of Social Sciences, University of California, Irvine "A decade has passed since the first state legislators were term limited. The contributors to this volume, all well-regarded scholars, take full advantage of the distance afforded by this passage of time to explore new survey data on the institutional effects of term limits. Their book is the first major volume to exploit this superb opportunity." ---Peverill Squire, Professor, Department of Political Science, University of Iowa Karl T. Kurtz is Director of the Trust for Representative Democracy at the National Conference of State Legislatures. Bruce Cain is Heller Professor of Political Science and Director of the Institute of Governmental Studies at the University of California at Berkeley, and the Director of the University of California Washington Center. Richard G. Niemi is Don Alonzo Watson Professor of Political Science at the University of Rochester.

Description: As standard bearer of the Progressive Party in 1912, Theodore Roosevelt played to enthusiastic crowds wherever he traveled. When he was targeted by an assassin while campaigning for president, a bullet passed through the speech in his breast pocket--pages that he then held aloft while assuring the crowd "It takes more than that to kill a Bull Moose . . . and you cannot escape listening to this speech!" This first full edition of his campaign speeches takes readers on the stump from New England to California, collecting thirty-five texts largely overlooked since they were first delivered. They offer a more nuanced picture of his third-party candidacy than has ever existed, providing a companion to Lewis Gould's recent Four Hats in the Ring and shedding new light on both the Progressive movement and the dynamics of an extraordinary campaign that changed American politics forever. Culled from nation-wide newspaper archives, these speeches show TR at his most radical. He echoes the missionary spirit of the Progressives as they challenged partisan orthodoxy, advocating for "the plain people, for their right to rule, and for their duty to secure for themselves and for others social and industrial justice." All over the country, he speaks out on government regulation of business, social justice, the role of the president, the place of reform in national politics, and of course his differences with Woodrow Wilson. Given the wide availability of Wilson's speeches, having Roosevelt's available makes the study of the 1912 campaign more meaningful--not only the debate between the New Nationalism and the New Freedom but also differences on such issues as tariffs and campaign contributions. These texts also reveal how Roosevelt massaged Wilson's words to serve his own polemical purposes. "We do not propose to do anything that will interfere with prosperity," proclaimed Roosevelt, "but we want it passed around"; and these speeches show that, even in a new century, his words are as relevant as ever.

Description: The Oxford Handbooks of Political Science is a ten-volume set of reference books offering authoritative and engaging critical overviews of the state of political science. Each volume focuses on a particular part of the discipline, with volumes on Public Policy, Political Theory, Political Economy, Contextual Political Analysis, Comparative Politics, International Relations, Law and Politics, Political Behavior, Political Institutions, and Political Methodology. The project as a whole is under the General Editorship of Robert E. Goodin, with each volume being edited by a distinguished international group of specialists in their respective fields. The books set out not just to report on the discipline, but to shape it. The series will be an indispensable point of reference for anyone working in political science and adjacent disciplines. What does democracy expect of its citizens, and how do the citizenry match these expectations? This Oxford Handbook examines the role of the citizen in contemporary politics, based on essays from the world's leading scholars of political behavior research. The recent expansion of democracy has both given new rights and created new responsibilities for the citizenry. These political changes are paralleled by tremendous advances in our empirical knowledge of citizens and their behaviors through the institutionalization of systematic, comparative study of contemporary publics--ranging from the advanced industrial democracies to the emerging democracies of Central and Eastern Europe, to new survey research on the developing world. These essays describe how citizens think about politics, how their values shape their behavior, the patterns of participation, the sources of vote choice, and how public opinion impacts on governing and public policy. This is the most comprehensive review of the cross-national literature of citizen behavior and the relationship between citizens and their governments. It will become the first point of reference for scholars and students interested in these key issues.

Description: In The Perfect Tie: The True Story of the 2000 Presidential Election, James Ceaser and Andrew Busch continue their study of national elections and their broader implications for American politics and society. With groundbreaking research of electoral politics and penetrating discussions of divided government, independent candidates, party platforms, realignment theory, the electoral college, and campaign strategies, Ceaser and Busch attempt to make sense of the 2000 presidential election. By separating myth from fact in presidential contests and by emphasizing the significance of frequently overlooked issues, such as foreign policy, this book is essential reading for courses in American Government, Campaigns and Elections, and Presidential Politics, as well as for any American interested in the real and lasting importance of the 2000 elections. Description: Since Franklin Roosevelt's presidency, almost all U.S. presidents have employed private polls in some capacity. This book attempts to explain how presidential polling evolved from a rarely conducted secretive enterprise to a commonplace event that is now considered an integral part of the presidency. Robert Eisinger contends that presidents opt to gain autonomy by conducting private polls. They do not trust institutions such as Congress, the media and political parties, and their measurements of opinion.

Description: A unique insider's account of Obama's journey from fledgling politician in Chicago through his acrimonious tussle with Hillary Clinton and culminating in his momentous victory over John McCain. Stanage also examines this amazing tale from a global perspective. He enjoyed unparalleled access to Obama, including being the only Irish journalist to travel on the candidate's plane. Drawing on extensive contacts among Obama's closest advisors and oldest friends, Stanage delivers a blow-by-blow account packed with rare insights. Redemption Song will likely stir up its own share of controversy too, thanks to the author's trenchantly expressed opinions about the tactics used against Obama by the Clintons and the resistance the Democrat encountered from prominent figures in the Irish-American community.

Description: This book offers a general discussion of a wide range of political reforms by addressing how the American political system would be different if various reforms were adopted. Advocating a wide menu of proposals and weighing their good and bad effects, this book does not attempt exhaustive analysis of a single topic. Rather, it gives general introductions to each issue. It examines some of the most important rules that shape America's electoral landscape, assembling the best evidence available to anticipate what would happen if certain rules were changed. Designed to make readers think and analyze the current electoral status quo in the U.S., this book covers electoral reform and American politics, the public's attitudes, problems with congressional elections, electing the Congress and the President, ballot selection, campaign finance, and the mechanics of running an election. An appropriate and thought-provoking book for any reader who wonders about the current electoral process in the U.S., and is interested in learning about the possible effects of the current reform movement.
