Description: This book provides a broad quantitative analysis of the new facets of regionalism in the Americas. In particular, major aspects of the New American Regionalism are discussed in terms of two basic notions: the genuine political character of economic integration schemes, and the profound inter-connectedness of the American regions with the global economy. Heinz Preusse examines the recent experiences of the two main integration agreements in the Americas - the North American Free Trade Agreement (NAFTA) and the Mercado Comun del Sur/Sud (MERCOSUR), and discusses critical aspects of the envisaged Free Trade Area of the Americas (FTAA). He concludes that NAFTA has enjoyed a good internal economic record, but, externally it may have contributed to the rise of the present American 'spaghetti bowl' regionalism. In addition, MERCOSUR is stagnating and faces an uncertain future after what was a fairly successful start-up period. The author goes on to argue that under these conditions, the FTAA may be a chance for the formation of an open - and only moderately discriminatory - regional agreement in the Americas. He ascertains that the FTAA may therefore determine the fate of the New American Regionalism. Critically exploring the hypothesis that the New American Regionalism is growth-enhancing and conducive to the multilateral order, this book will appeal to academics, researchers and policymakers with a special interest in international economics, international politics, and regionalism.

Description: This dissertation analyses developments in the international regulation of foreign direct investment (FDI). The international legal framework of investment encompasses numerous binding or non-binding legal instruments, including customary international law, bilateral investment treaties, and international organizations' decisions and resolutions. The rules established by the international legal framework become effective and significant when they are able to be adapted by appropriate and compatible domestic law frameworks. Through analyzing the Turkish foreign investment regulations and policies, this study concludes that there is a successful and complex interaction between international rules and domestic rules on FDI. Like many developing countries, since the 1980s Turkey has revamped its FDI regulations in response to changes and developments in international investment law. This interaction will reach its culmination, if there is a comprehensive multilateral agreement on investment. This dissertation examines failures of the OECD MAI draft treaty since there are lessons to be learned from the MAI negotiations. Thus, it makes some recommendations both in relation to the substance and the procedure for a possible future negotiation of multilateral investment agreement.

Description: How does a state determine if another state is an important military or economic threat? The issue of threat perception drives a wide variety of behaviors, from allegiance formation and defense spending to trade relations and regime membership. While liberal theorists and realists both agree that threat perception is a cornerstone of international relations, there is widespread disagreement on the factors that contribute to our fear of other states. In particular, the field is deeply divided between those who believe material factors such as the balance of military power determine the perception of threat and those who believe ideational factors such as shared democratic value determine the perception of threat. Using a variety of social scientific methods of investigation ranging from laboratory experiments and public opinion surveys to computer simulations and case studies, Rousseau challenges these conventional arguments and sheds new light on this debate. He presents a model of identity formation that can explain when ideas will (and will not) have a decisive impact on threat perception.
