Description: The occurrence of treaties throughout the Ancient Near East has been investigated on a number of occasions, generally in order to resolve certain questions arising in the biblical field. As a result of that focus, the existence of a similar institution in a number of different cultures has not been treated as a problem in itself. Generally the existence of treaties throughout the area has been taken for granted, or a simple borrowing model has been used to explain how similar forms came to be used in different cultures. Why forms were similar across the area has not been probed. This work investigates treaty occurrences in different cultures and finds that the forms used correlate with ways of maintaining political control both internally and over vassals. Related concepts are projected in official accounts of history. Thus one can roughly distinguish threats based on power from persuasion based on benevolence and historical precedent, though various combinations of these two occur. There is a likely further connection of the means chosen to the degree of centralisation of power within the society. Underlying the local traditions is a common tradition which has to be dated to the pre-literate period. Biblical covenants fit within this pattern. The cultures treated are Mesopotamia, the Hittites, Egypt, Syrian centres and Israel.

Description: After briefly dealing with arguments for and against NATO's enlargement as far as Poland, the Czech Republic, and Hungary, the author shows why the enlargement process must be carried forward to include, in the near future, the three Baltic States (Estonia, Latvia, Lithuania) and Ukraine. Inclusion of the Baltic States and of Ukraine in NATO would stabilize the region by helping the Russian democrats to concentrate on building a genuinely democratic, market-oriented Russian national state, instead of succumbing to the temptation to restore the Soviet Union. Ukraine could also contribute to NATO a sizable conventional military force and a prime strategic area; the Baltic States offer a prime location and an indomitable spirit. The Balts and Ukraine will help NATO when finally admitted as full members. Using polling data, printed material, and interviews with Lithuanian and Ukrainian diplomats, the book convincingly shows the soundness of the Baltic and Ukrainian security goals without glossing over some difficulties, both internal and external.

Description: The Limits of Alliance surveys the security policies of the states in North and Central Europe in the context of a declining North Atlantic Treaty Organization and the emerging European Security and Defense Policy. It analyzes U.S. policy toward the region and examines the continued viability of alignments inherited from the Cold War era. It concludes that although NATO will continue to exist in the coming decade, the hollowing-out of the alliance will be accompanied by a shift in transatlantic security relations toward bilateralism determined by regional security considerations.

Description: Despite the theoretical and practical importance of the question of conflict between treaties, little has been written on the subject. This monograph fills this gap by providing a detailed analysis of the main issues. The book is divided into three parts. The first deals with the definition of conflict, causes of conflict, and different types of conflict. The second part examines different sources of international law in order to identify rules of international law relating to the resolution of conflicts. The third part addresses the actual process of resolving conflicts between treaties. After describing different stages of treaty conflict-resolution, it discusses some special principles advanced for resolving conflicts between certain types of treaties, namely, those relating to the protection of human rights, those concerning dispute settlement, and treaties dealing with private law issues.

Description: Demonstrating the centrality of diplomacy in the Vietnam War, Pierre Asselin traces the secret negotiations that led up to the Paris Agreement of 1973, which ended America's involvement but failed to bring peace in Vietnam. Because the two sides signed the agreement under duress, he argues, the peace it promised was doomed to unravel. By January of 1973, the continuing military stalemate and mounting difficulties on the domestic front forced both Washington and Hanoi to conclude that signing a vague and largely unworkable peace agreement was the most expedient way to achieve their most pressing objectives. For Washington, those objectives included the release of American prisoners, military withdrawal without formal capitulation, and preservation of American credibility in the Cold War. Hanoi, on the other hand, sought to secure the removal of American forces, protect the socialist revolution in the North, and improve the prospects for reunification with the South. Using newly available archival sources from Vietnam, the United States, and Canada, Asselin reconstructs the secret negotiations, highlighting the creative roles of Hanoi, the National Liberation Front, and Saigon in constructing the final settlement.

Description: In the wake of the North American Free Trade Agreement and the terrorist attacks of September 11, 2001, renowned public intellectual and scholar Stephen Clarkson asks whether North America 'exists' in the sense that the European Union has made Europe exist. Clarkson's rigorous study of the many political and economic relationships that link Canada, the United States, and Mexico answers this unusual question by looking at the institutions created by NAFTA, a broad selection of economic sectors, and the security policies put in place by the three neighbouring countries following 9/11. This detailed, meticulously researched, and up-to-date treatment of North America's transborder governance allows the reader to see to what extent the United States' dominance in the continent has been enhanced or mitigated by trilateral connections with its two continental partners. An illuminating product of seven years' political-economy, international-relations, and policy research, Does North America Exist? is an ambitious and path-breaking study that will be essential reading for those wanting to understand whether the continent containing the world's most powerful nation is holding its own as a global region.

Description: Is there enough water on this planet for a global population that will shortly double its present size? The answer is of great importance for people everywhere, but particularly to the peoples and political leaders of the Middle East and North Africa. In addition to explaining the particular issues of conflict in the region, Tony Allan argues that the answer to these problems lies at the global rather than local level.

Description: This work explores the application and structure of negotiation within existing international conflicts, and assesses the effectiveness, or otherwise, of such forms of dispute resolution. Active negotiation exists at all three levels in a conflict: strategic; operational; and tactical, and little analysis of negotiation exists at any level other than strategic. The text examines the role of negotiation and the skills required by any practitioner in the field. The aim of this work is to highlight the local, national, and international implications of negotiated outcomes in any current conflict, the political and interpersonal repercussions of mediatory work in an operational scenario, and the difficulties involved in being a negotiator as well as carrying out one's role as a politician, aid worker or soldier.

Description: From EDC to CFSP provides a detailed overview of the various attempts to incorporate a security and defense role in the European integration process. The book considers why attempts to include it have been elusive, and assesses what progress has been made to this end since 1945. The assessment includes topics such as the enlargement of NATO, the EU's Amsterdam Treaty, and the role of the revived Western European Union, as well as the role of the main actors, including the United States.

Description: Important economic and strategic realignments are taking place in Asia but receiving relatively limited press and academic attention. Thailand, Indonesia, and South Korea were dealt, well publicized, blows by the 1997 Asian financial crisis and Japan's stagnation in the 1990s has also been widely analyzed. What has not been adequately explored is the impact of economic restructuring and slowing of growth rates in the other Pacific Rim economies, notably Taiwan, Hong Kong, Malaysia, and Singapore. Although China's rise to prominence has received extensive commentary from journalists, economists and strategic analysts, much more limited attention has been given to the relative decline of the Pacific Rim states or the rapid rise of India's economic and strategic position. This volume attempts to explain why the 1997 financial crisis was such a critical turning point and, unexpectedly, ended up stimulating trade and investment within Asia.
